  85.                The  CCITT  (the  International  Telegraph   and   Telephone   Consultative
  86.          Committee) is a permanent organ  of  the  International  Telecommunication  Union
  87.          (ITU).  CCITT  is  responsible  for  studying  technical,  operating  and  tariff
  88.          questions and issuing Recommendations  on  them  with  a  view  to  standardizing
  89.          telecommunications on a worldwide basis.
  90.                The Plenary Assembly of CCITT which meets  every  four  years,  establishes
  91.          the topics for study and approves Recommendations prepared by its  Study  Groups.
  92.          The  approval  of  Recommendations  by  the  members  of  CCITT  between  Plenary
  93.          Assemblies is covered by the procedure  laid  down  in  CCITT  Resolution  No.  2
  94.          (Melbourne, 1988).
  95.                Recommendation D.197 was prepared by  Study  Group  III  and  was  approved
  96.          under the Resolution No. 2 procedure on the 15 of July 1991.

  104.          conciseness to indicate both a telecommunication Administration and a  recognized

  122.                                NOTIFICATION  OF  CHANGE  OF  ADDRESS(ES)  FOR
  123.                                     ACCOUNTING  AND  SETTLEMENT  PURPOSES
  124.          1      Considering
  125.          1.1    That in order to be able to account and settle effectively it is essential
  126.          that each Administration in a  relationship  maintains  details  of  each  others
  127.          status  and/or  address(es),  especially  of   its   accounts   and   settlements
  128.          department(s).
  129.          1.2    That when Administrations reorganize, merge, etc.,  commercial  agreements
  130.          (e.g. bilaterally agreed accounting rates) need to be transferred  from  the  old
  131.          Administration to the new, or renegotiated.
  132.          1.3    The need for timely notification of any  changes  to  an  Administration's
  133.          status and/or address(es) for accounting, settlement and commercial purposes.
  134.          2      Principles of notification
  135.          2.1    This Recommendation sets out a list of details which should  be  presented
  136.          by an Administration changing its status and/or address(es), in order  to  ensure
  137.          the smooth  transition  of  procedures  relating  to  accounts,  settlements  and
  138.          commercial agreements.
  139.          2.2    The information should be given to the ITU  for  publication  in  the  ITU
  140.          Bulletin preferably PRIOR to the changeover, or as close to the  changeover  date
  141.          as practicably possible. It is also recommended that the information be  supplied
  142.          by the changing Administration to all other  Administrations  with  whom  it  has
  143.          relationships, using electronic means such as telex, facsimile, message  handling
  144.          service (MHS), etc.
  145.          2.3    Change of status and address(es)
  146.                The following information should be supplied, where appropriate:
  147.                ù   the former name of the Administration;
  148.                ù   he new name of the Administration;
  149.                ù   the former address(es) (for cross-reference purposes);
  150.                ù   the new address(es) details (including contact names) for account  and
  151.                   settlement purposes;
  152.                ù   the new address(es) details (including contact names)  for  commercial
  153.                   agreements;
  154.                ù   t e  former  banking  details  for  settlement  purposes  (for  cross-
  155.                   reference);
  156.                ù   the new banking details for settlement purposes;
  157.                ù   the changeover date;
  158.                ù    month  of  last  account/settlement   to   be   sent   to   the   old
  159.                   address(es)/Administration;
  160.                ù    month  of  last  account/settlement  to  be  received  from  the  old
  161.                   address(es)/Administration;
  162.                ù   details of who will handle outstanding accounts and  settlements  once
  163.                   the changeover has taken place;
  164.                ù   a statement on the status of commercial agreements, e.g. whether  they
  165.                   are to be transferred or renegotiated.

  210.                    and address(es) of an Administration (an example)
  211.          A.1    With effect from "DDMMYY" (date) the "ABC" Administration will become part
  212.          of the "XYZ" Administration. All the contracts and agreements  in  force  between
  213.          "ABC" and other Administrations at that date, will be transferred  to  the  "XYZ"
  214.          Administration.
  215.          A.2    The following information should be noted:
  216.                Changeover date:        1 January 1991
  217.                Accounts and settlements:     All  accounts  and  settlements  relating  to
  218.                                        traffic for the  months  prior  to  the  changeover
  219.                                        date, including outstanding issues, should be  sent
  220.                                        to the "ABC"  Administration.  Subsequent  accounts
  221.                                        should be sent to the "XYZ" Administration.
  222.                Commercial  agreements:   All  accounting  rate  agreements   are   to   be
  223.                                        transferred from "ABC" to "XYZ" on  the  changeover
  224.                                        date.
